EXPERIENCE

Mr. Moore has significant experience in insurance coverage and defense litigation, contract disputes, general liability, premises liability, governmental liability, and general commercial litigation.  His insurance coverage and defense experience includes toxic torts and a wide array of property claims and comprehensive general liability issues.  He has handled a significant number of escalator and elevator claims and suits for a national elevator/escalator manufacturer and service company. He has defended almost six hundred lead-based paint claims for the HABC, other PHA’s, and various private landlords/owners/property managers, and he has handled numerous lead-based paint insurance coverage issues.  He also handles lead-based paint and related environmental regulatory issues involving HUD, EPA, and MDE regulations for various private property owners/managers and for national and local housing associations. 

Bio

He is a graduate of the University of Virginia, from which he received a B.A degree in Economics in 1975.  He is a 1981, cum laude, graduate of the Tulane University School of Law, where he served as Editor-in-Chief of The Tulane Maritime Law Journal.  That same year, he entered private practice with the firm of Semmes, Bowen & Semmes in Baltimore, where he practiced for approximately three and one-half years.  In 1984 he became an Assistant Attorney General and in 1985 was appointed General Counsel to the Maryland Port Administration.  He joined the Baltimore office of Wilson, Elser, Moskowitz, Edelman & Dicker, LLP in 1987, and became a partner in 1991.  In July 1999, along with John H. West III, he established the law firm of West & Moore, LLC.  In August 2003 he formed his own single member Maryland limited liability company – J. Marks Moore III, LLC. In 2011 he returned to Semmes, Bowen & Semmes as a principal. In January 2021 he formed his own single member Maryland limited liability company – SARDA 488, LLC d/b/a Mark Moore Law.            

He is admitted to practice before the Maryland Court of Appeals, the United States District Court for the District of Maryland, various other federal district courts, and the United States Circuit Courts of Appeal for the Fourth, Seventh, Ninth and District of Columbia Circuits.
